MANCHESTER, N.H. (AP) — Republican Mitt Romney said Thursday he would be willing to use a military blockade or "bombardment of some kind" to prevent Iran from gaining a nuclear weapon.
The former Massachusetts governor, who has been advocating a hard line against Iran throughout his presidential campaign, said such action would be necessary if severe economic and diplomatic sanctions don't convince Iranian leaders to abandon pursuit of a nuclear weapon.

"If for some reasons they continue down their course of folly toward nuclear ambition, then I would take military action if that's available to us," Romney told a crowd of doctors and nurses during a question-and-answer period that followed a health care speech.

He added: "That's an option that's on the table. And it's is not something which we'll spell out specifically. I really can't lay out exactly how that would be done, but we have a number of options from blockade to bombardment of some kind. And that's something we very much have to keep on the table, and we will ready ourselves to be able to take, because, frankly, I think it's unacceptable for Iran to have nuclear weapons."

CAMBRIDGE--The dean of Harvard University's John F. Kennedy School of Government yesterday defended the decision to invite Mohammad Khatami to speak on the eve of Sept. 11, saying the United States needs dialogue with its enemies.

``Do we listen to those that we disagree with, and vigorously challenge them, or do we close our ears completely?" said David Ellwood, the Kennedy School's dean, in an interview with the Globe.

Ellwood said he was disappointed in Governor Mitt Romney's refusal to give state protection to the former Iranian president during his visit. The dean said he approved the invitation, first proposed by faculty members when they learned that Khatami would be speaking at the United Nations. He said decisions on whether to invite political figures with troubling records are made on a case-by-case basis.

Boston police have said that they would help with security for Khatami. The State Department and Cambridge police are providing security as well, Harvard said.

Controversy over Harvard's invitation continued to mount yesterday as a Boston-area Jewish group condemned his visit, and a talk radio host encouraged listeners to lodge complaints.

Meanwhile, Romney stepped up his criticism of Harvard yesterday, tying a lack of campus outrage against Khatami to what he called a politically-correct attack by some faculty members against former Harvard president Lawrence H. Summers.

``It's a `blame America,' it's a `hate America' attitude on the part of some liberals that I think many people find very offensive, myself included," Romney said on WRKO radio yesterday.

Ahmadinejad has been confronted by a succession of would-be American heroes, each trying to out-tough the others, from Scott Pelley of "60 Minutes," to the president of Columbia University, to George W. Bush.

What with a presidential campaign under way, plenty of other actors are trying to step into the footlights, denouncing Ahmadinejad from the left and right. The most over-the-top performance comes from Mitt Romney, who doesn't just want to condemn the president of Iran, he wants to put him on trial.

In a letter to UN Secretary General Ban Ki-moon - and, more to the point, in campaign commercials airing this week in South Carolina - Romney asked that Ahmadinejad's invitation to address the General Assembly be revoked. "The only way he should be greeted in the United States is with an indictment under the Genocide Convention."

Romney's foreign policy experience mostly consists of glad-handing foreign athletes. But even that experience should have taught him that international events, whether the UN General Assembly or the Winter Olympics, can't succeed if the host country reserves the right to arrest any foreign ruler whose policies it doesn't like.

More absurd is the contention that Ahmadinejad be indicted for genocide. Maybe Romney's getting Iran confused with Turkey or Sudan, countries really responsible for past and present genocides. Ahmadinejad has said a lot of stupid things, and his country's human rights record is appalling, but genocide has a quite specific meaning under international law, and it doesn't apply to Iran, at least not yet.

Romney may be referring to Ahmadinejad's alleged, implied desire to commit genocide, as reflected in his support for terrorists and what Romney characterizes as the Iranian leader's statements about "wiping Israel off the map."

Those comments, offensive in any language, have been loosely interpreted. For the record, here's what Ahmadinejad said, translated from the Farsi: "This regime occupying Jerusalem must vanish from the page(s) of history."

The politics that matter most to Romney are those of Republican primary voters, and a GOP candidate can't go wrong bashing the UN in South Carolina. But voters in every state should be watching closely how candidates mix domestic politics with foreign policy. The next president will have to deal with Iran with toughness, respect and smarts. He or she should know how to weaken a dangerous leader like Ahmadinejad at home, not strengthen him, how to instill trust instead of paranoia, how to use American power as an incentive to negotiate, not to force a desperate war.

We've seen how a president's preference for demonizing foreign leaders and inflating the threat of weapons of mass destruction can lead to unprovoked and unwinnable wars. Mitt Romney seems to think the way to get George W. Bush's job is to imitate his worst foreign policy tendencies. I hope he's wrong.

From here, Romney's off-Broadway debut looks like a flop.

CONCORD--In response to a question from the audience, he said that his fine-toothed budget review would go for the Pentagon, too.

"I want to do that for our weapons systems and say, 'Now, are we doing this because it makes some congressman happy in a tight district?' " he said. "And are there programs that are just unnecessarily expensive? Let's just stop doing those."

The overall size of the Pentagon budget probably wouldn't be cut, he said, but he hoped to spend smarter and refocus on increasing the size of the military, acquiring better weapons and providing better care for veterans.

"I'm looking forward to having people like yourselves in the private sector go through the defense budget, defense programs, one after the other," he said.

Asked about the apparent deterioration of U.S.-Russia relations, Romney said continuing diplomatic relations with Russian President Vladimir Putin are key. That relationship has been fruitful in some areas, such as ongoing efforts to safeguard nuclear weapons, Romney said. Russia could also be a key partner in fighting "radical violent jihad," Romney said.

"I don't put Russia, and I hope we never have to put them, in a box where we go back to the Cold War-type approach," he said.

But he also called Russia's course "very frightening," noting the imprisonment of dissidents and of members of the press. Putin's popularity in his country is deceptive, Romney said.

"Based upon his counting of the ballots! My guess is, by the way, he is popular," he said. "But I'd bet that I'd have been re-elected in Massachusetts by a virtual landslide if I could have closed down the Boston papers and the Boston media and jailed my opponents!"

DES MOINES(AP)--Republican presidential contenders sparred over abortion on Sunday while generally agreeing the United States must remain in Iraq to help win the war against radical Islamic extremists.
"Just come home," dissented Texas Rep. Ron Paul, the lone advocate of a quick troop withdrawal from Iraq on a presidential campaign debate stage. He said there had never been a good reason to go to war in the first place.

"Has he forgotten about 9/11?" interjected former Massachusetts Gov. Mitt Romney, referring to the 2001 terrorist attacks on the Pentagon and World Trade Center.

Romney, too, was eager to criticize Democrats. His chosen target was Sen. Barack Obama of Illinois, who said recently he would be willing to meet with the leaders of Cuba, North Korea and Iran in his first year in office, and declared in a speech he would order military action to capture terrorists in Pakistan if that nation's president did not.

"I mean, in one week he went from saying he's going to sit down, you know, for tea, with our enemies, but then he's going to bomb our allies," said Romney. "I mean, he's gone from Jane Fonda to Dr. Strangelove in one week."

Obama's campaign spokesman responded promptly. "Before he makes more false accusations, Mitt Romney should tell us why he believes we should keep 160,000 American troops in the middle of someone else's civil war but not take out Osama bin Laden if we had him in our sights," said Bill Burton.

Vows to Keep Otis ANG Base Open

BOSTON--Gov. Mitt Romney vowed to pursue all legal options to prevent the Defense Department from closing Otis Air National Guard Base and his case may be bolstered by a federal ruling yesterday.

U.S. District Judge John R. Padova decided that the Pentagon should have gotten consent from Pennsylvania Gov. Ed Rendell before deactivating the 111th Fighter Wing of the Pennsylvania Air National Guard.

The ruling was announced moments before the Base Realignment and Closure commission voted to move the jets from the Massachusetts Air National Guard's 102nd Fighter Wing to Barnes Air National Guard Base in Westfield.

The BRAC commission approved a major reshuffling of jets and other planes at more than a dozen bases - in several cases against the recommendations of the Defense Department.

But yesterday's court ruling could be the state's best hope to keep Otis from closing.

Speaking outside the Otis gates an hour after yesterday's decision, Romney said Massachusetts may follow Pennsylvania's lead.

''My inclination, without that full analysis from the attorney general ... is that we will be intending to align ourselves with that lawsuit,'' Romney said. ''We will take legal efforts to preserve this base here on Cape Cod rather than have it move to Barnes.''

Attorney General Thomas Reilly said in a statement yesterday that his office has been reviewing legal options for weeks and is ''fully prepared to act to prevent this unfortunate decision from taking effect.''

The 41-year-old actress - who is among the presenters set to take the stage - was clad in a gorgeous white and silver Tadashi frock as she happily made her way inside the Shrine Exposition Center for the swanky SAG ceremony.

Hoping for a big win for her role in "The Help," Miss Spencer is up for Outstanding Performance By A Female Actor In A Supporting Role while facing off against Berenice Bejo. Melissa McCarthy, Janet McTeer and her "The Help" co-star Jessica Chastain.

Airing live on TNT and TBS at 8PM ET, the show honors the best in Hollywood over the past year while also having selected Mary Tyler Moore as the recipient of the 48th Life Achievement Award.

HIALEAH--Former Massachusetts Gov. Mitt Romney received a warm, Cuban-American welcome -- complete with the requisite lechón -- Sunday afternoon in Hialeah, Miami-Dade County's most heavily Hispanic, Republican stronghold.
Speaking to a crowd of a couple hundred outside Casa Marin, a traditional Hialeah political spot, Romney spoke about his love for his family, the military, freedom and the United States, repeating important themes for older, Cuban-American voters that form the base of Miami-Dade's Hispanic Republican electorate.
"Gifts to people who are fundamentally evil are always accepted and never returned," Romney said, criticizing President Barack Obama's policy toward Cuba, which allowed for more remittances and travel to the island.
The president is full of "excuses" for the stalled economy, Romney said -- and accused his chief GOP primary rival, former House Speaker Newt Gingrich, of relying on "excuses" to justify his apparently slowing momentum in Florida.
"The reason you find it hard to connect to the speaker is you know the past 15 years he's been working in Washington," Romney said. "You want someone who is not part of Washington."
Before his 10-minute speech, Romney was introduced by his wife, Ann, who spoke about the importance of family, and their youngest son, Craig, who has appeared with Romney all week, speaking Spanish to the Hispanic crowds. "My father doesn't speak Spanish," Craig Romney said in Spanish. "But he does speak the language of the economy."
After the speech, Romney stepped into the packed Casa Marin restaurant, where another hundred people or so waited. As he entered the restaurant, several older gentlemen played their guitars and sang Guantanamera.
Romney was invited to carve a slow-roasted, suckling pig -- Cuban lechón -- which he did, with a knife and tongs. He posed for photos next to the pig and gave a bite to U.S. Rep. Ileana Ros-Lehtinen. Then Romney signed autographs and worked the room, where folks could not be persuaded to remain seated. He blew a kiss to a woman who blew one at him first. Another woman carried an "Arriba con Mitt" (Up with Mitt) sign. A third woman said it was "unfair" when Romney did not come to her table.
Romney had been welcomed by a gaggle of Hialeah Republicans, including Mayor Carlos Hernandez, most city council members and former state Sen. Rudy Garcia. Also on stage with Romney: Ros-Lehtinen, Rep. Mario Diaz-Balart, former Rep. Lincoln Diaz-Balart and Reps. Connie Mack and Mary Bono Mack.
Lincoln Diaz-Balart told reporters before Romney's speech that Hispanics who favored Romney's rival, John McCain, in 2008 would this time cast their ballots for Romney. "People have gotten to know him. They know that he is our friend," he said. "They trust Ileana, Mario and me. They know that he is listening to us."

HOLLYWOOD--In recent months the name Mary Tyler Moore has been bandied about with unexpected regularity bordering on reckless abandon. This is not just because she recently made her first TV appearance in many moons on pal Betty White's show "Hot in Cleveland" or because she proved at last month's televised fete for White's 90th birthday that she can still rock a white pantsuit or even because she is receiving this year's Screen Actors Guild Life Achievement Award on Sunday.

Instead, Moore's name keeps coming up because 42 years after she helped create the single-gal comedy genre, a slew of female-centric shows hit the networks, raising hopes that a new version of the classic and still-resonant "The Mary Tyler Moore Show" would emerge. (It hasn't.)

"No Mary Richards" was how several chose to characterize the fictionalized version of comedian Chelsea Handler in her new show, "Are You There, Chelsea?" Well, no, obviously not, since Mary was a well-dressed, carefully coiffed professional woman trying to balance a career and a meaningful personal life and Chelsea's show is centered on a bartender/drunken skank.

If anyone involved hopes Moore herself is watching, I'm here to tell you that's she's not. "Oh, I don't watch any of them," she said recently from her office in New York. "Why would I? That story has been done, and I think we did it pretty well. I don't need to watch another version."

Perhaps to see the new gals break a few taboos?

"Taboos?" she asks with a laugh, "there aren't any taboos anymore."

It's difficult to argue with her when "2 Broke Girls'" Max (Kat Dennings), the character who may come closest to Mary Richards (she is hard-working, talented and yet insecure), insists on saying "vagina" so often one assumes there is a special bell that rings in the writers room every time she does. And who wants to argue with Mary Tyler Moore, who at 75 has broken more ground than Los Angeles developer Rick Caruso?

She may have been surprised with the Life Achievement Award — when SAG President Ken Howard called, she says, "I thought he was going to ask if I would present something to someone" — but it's difficult to imagine anyone else was. Between "The Dick Van Dyke Show's" Laura Petrie and Mary Richards, Moore helped create two of televisions most influential and indelible roles — there's a statue depicting the famous Mary hat toss in downtown Minneapolis. How many other television characters have their own statue?

With her then-husband Grant Tinker, she formed MTM Enterprises, which produced equally influential and successful shows including "Rhoda," "The Bob Newhart Show" and "Hill Street Blues." Following a career path almost unheard of in the United States at the time, she went on to win accolades for her work in film (including an Oscar nomination for "Ordinary People") and stage (where she was the first female lead in "Whose Life Is It Anyway?")

She also managed to write two memoirs that raised the bar for celebrity frankness — in "After All," she detailed the struggles in her marriages, her battle with alcoholism and the tragic death of her son (he accidentally shot himself); in "Growing Up Again: Life, Loves, and Oh Yeah, Diabetes," she launched a public conversation about juvenile diabetes, a cause she has supported for most of her career.

"I hate the word 'memoir,'" she says of her books. "I just thought of it as the story of my life."

For the record, she also hates when people come up to her to ask how she's feeling, which she says they do with alarming frequency. Yes, she recently had surgery to remove a tumor from the lining of her brain before it became a problem, and yes, she adds, she did just break her arm after tripping over one of her four dogs. But she's feeling just fine, thanks.

In fact, she's feeling honored by all the attention and in particular the SAG award. "I am trying not to think of it," she says, "and if I do, I think of it as a reward for having done something good, which is more important than me or even the roles I had."

The "something good" refers mostly to the work she's performed for juvenile diabetes and animal rights, but she is proud of her television work because it changed the way people thought about not just television but about life. Which is why she laughs at the suggestion that anyone's breaking taboos today.

When she launched her career as everyone's favorite housewife on "The Dick Van Dyke Show," spouses in TV land still slept in separate beds. She remembers quite clearly the anxiety that arose as the actors played out an episode in which brand new parents Rob (Dick Van Dyke) and Laura discover that a couple with a similar name had a baby at the same hospital on the same day.

Convinced that they have the wrong baby, they ask to meet the other Petries, who turn out to be black. "When the time came for them to open the door," she says, "we honestly didn't know how the audience would react. And there was about four seconds of silence because they didn't know how to react."

"The Mary Tyler Moore Show," which debuted in 1970, both satirized and captured the era's widespread and seismic change. Mary Richards, having bravely broken up with the med student she supported for two years, is now trying to make it on her own, with the help of her newsroom buddies and best friends, the tough-talking Rhoda (Valerie Harper) and the dithering modern parent Phyllis (Cloris Leachman).

There had never been a character, or show, like it. On top of the shaky new independent women it portrayed, "The Mary Tyler Moore Show" joined groundbreaking shows like "All in the Family" in addressing timely and often serious topics in a comedic way — and by providing a template for what would eventually become modern TV's beloved dramedy.

"Comedy shows were getting more and more real," she says. "It was a funny show but not really a comedy like the old comedies." She credits the writers, including Jim Brooks and Allan Burns, with elevating the show to its iconic heights, something she doesn't think the networks are interested in doing these days.

"Carol Burnett and I were talking about how you couldn't do the shows we did because the union fees have skyrocketed and the writers and the cast make it so expensive," she says.

She and Burnett had reunited for the Betty White celebration where Moore also met up with her other "Mary Tyler Moore" co-stars, including Leachman, Harper, Ed Asner and Gavin MacLeod. They don't see one another often, she says, because "they're all Westies and I live in New York," but they remain like a family — she came out of retirement to guest star on White's "Hot in Cleveland," spoofing her Mary-good-girl-Richards persona and turning Asner's famous Lou Grant line — "You got spunk. I hate spunk" — on its head.

She enjoyed the experience and admires White and Leachman for staying in the game. "Betty always did have more energy than any of us," she says, "and Cloris, what's great about her is she always does a role that's completely different." But she's pretty content doing what she's doing. "I have a nice life, a good marriage [to Dr. Robert Levine] finally. I've got my dogs; if I can stop tripping over them, I'm very happy."

Which doesn't mean we should count her out. "If a really good part came along, a good script, I'd consider it," she says. She's a fan of "The Good Wife." What about playing Diane's (Christine Baranski) aunt or something? "She's great," Moore says of Baranski, adding with a very Mary Richards laugh, "yeah, yeah, I'll mention it to my agent."

WAYNE STATE UNIVERSITY--A devout Mormon, Mr. Romney shares his church's fervent opposition to passage of the Equal Rights Amendment. A public figure is certainly entitled to criticize the amendment, but when Mr. Romney said it was backed by "moral perverts" and people bent on subverting family life, he offended many persons who support the amendment.
A firestorm of criticism followed, including calls from many Michigan lawmakers that Mr. Romney resign from the board. His "lack of sensitivity" to the issue as well as a possible inability to deal fairly with social issues that reach the Wayne State board were cited by those calling for his resignation.

A BLEAK FUTURE FOR THE GOP

WASHINGTON--The year is 1964, Barry Goldwater discovers that George

Romney will not endorse him for president, citing Goldwater's refusal to

sign on to the Civil Rights Act and the new extremism legislation that

would have listed the John Birch Society in that category.

George Romney, then governor of Michigan, called the Goldwater nomination

"suicidal" for the GOP and he was upset that the delegates didn't go for

him instead. Johnson went on to win a landslide victory, Romney was

pushed aside in favor for Richard Nixon in 1968.

Willard "Mitt" Romney ran against Ted Kennedy in 1994 and lost the

senatorial race in Massachusetts. Mitt went on to head up the Salt Lake

Olympic Committee which saw the winter olympics in 2002; then later

became governor of Massachusetts.

It is now 2012 and Mitt Romney finds himself in a dead heat with Newt

Gingrich for the upcoming Florida primary. It is now ironic that Mitt

finds himself in the same situation his father was in when facing Barry

Goldwater in 1964. Mitt, the moderate Republican, facing off against

Gingrich, the angry right winger, much the same as Goldwater.The more

desperate the Republicans get to beat Obama, the more Gingrich will

prevail as the zealots attempt to control the election, and seal a

victory for the White House.

The Florida race is no longer about Mitt vs. Newt, it's a replay of

history between George and Barry; will the outcome again be "suicidal"

for the GOP?

SAIGON (AP)--Ruffled by presidential hopeful George Romney's charge that he was brainwashed in Vietnam, U.S. officials pointed out today that nine other governors were with the Michigan Republican on his 1965 visit and none of them have made any such complaints publicly.
Members of the American military and diplomatic establishments said Romney was only in South Vietnam four days, that he spent three of them on field trips outside Saigon and that with the other governors he was given only the standard VIP treatment.
Romney's statements in a television interview Monday night were front-paged in Saigon's English-language newspaper and also reached the U.S. Embassy and military command on news service wires.
The undeclared candidate for the 1968 Republican nomination was asked why he had changed his earlier view that U.S. involvement in Vietnam was morally right and necessary.
"When I came back from Vietnam," Romney replied, "I just had the greatest brainwashing that anybody can get when you go over to Vietnam. Not only by the generals but also by the diplomatic corps over there, and they do a very thorough job."
Romney said that sinbce then he had delved into Vietnamese history and "I have changed my mind inb that particularly I no longer believe that it was necessary for us to get involved in South Vietnam to stop Communist aggression in Southeast Asia and to prevent Chinese Communist domination of Southeast Asia."
A spokesman for the U.S. Embassy said the embassy received 10 governors--six Republicans and four Democrats--as official visitors and arranged for the appropriate briefings for them to get out in the field and to meet Vietnamese officials."
He said the governors received standard briefings on the war, the economic situation, the political situation and other aspects of the Vietnamese problem.
"Any judgement on the quality of the briefings is one for the individual governors to make themselves," he added, noting that the governors were personally briefed by then Ambassador Henry Cabot Lodge, a Republican. The group was also briefed by General William C. Westmoreland, commander of U.S. forces in Vietnam.
A military spokesman said the group got the same information that would have been given any such group of ranking American officials

On his departure from Saigon on Nov.8, 1965, Romney told newswen:
"I have supported the Vietnam policy and did so following the White House conference the governors had with the President in July. However, this visit has confirmed the soundness of the support I extended because I am confident that we are doing the morally right thing here in South Vietnam."
During the four-day visit, the governors split up into smaller groups for trips around the country. Romney spent one day in Phan Thiet, the capital of Binh Thuan Province, where he talked to the Vietnamese province chief, visited a hospital and a refugee camp and saw the town's main industry--a factory making fish sauce.
The second day he flew to the carrier Ticonderoga in the Tonkin Gulf to watch planes taking off and returning from strikes against North Vietnam and to talk with personnel on the carrier.

BOSTON--Their Massachusetts Senate race has become so tightly contested that Edward M. Kennedy, the six-term incumbent, and Mitt Romney, the 47-year-old newcomer, are now maneuvering for advantage over the volatile issues of race, sexual bias and -- perhaps most incendiary of all -- religion.

And thrust into the middle of the fight is a speech on religious tolerance given 34 years ago by Mr. Kennedy's brother John, a speech that both sides are now invoking.

Mr. Kennedy, the Democrat, is a Roman Catholic in a heavily Catholic state. Mr. Romney, the Republican, is one of a tiny percentage of Mormons in the state. A political newcomer, he is a multimillionaire venture capitalist who came to Massachusetts 23 years ago and the son of George W. Romney, the former Governor of Michigan and Presidential candidate in 1968.

But in the shoving match over religious convictions, the biographical detail gaining the most notice was Mr. Romney's leadership of the Boston-area Mormon Church for 10 years, a term that ended as his candidacy began.

On Monday, with the polls showing the two candidates in a horse race, Mr. Kennedy said in response to a reporter's question that Mr. Romney should be asked about his stand on the Mormon church's racially exclusive policies of the past. Until 1978, the church forbade black men from becoming priests. It still denies the priesthood to women.

Mr. Romney, who refuses to discuss his church's past policies on issues of sex and race, responded on Tuesday by accusing Mr. Kennedy of betraying his brother's stand against religious prejudice, enunciated in a pivotal campaign speech in 1960 before an association of Protestant ministers in Houston. In that speech John Kennedy, then a Presidential candidate, declared: "I do not speak for my church on public matters, and the church does not speak for me.".

Mr. Romney, with his 87-year-old father at his side, declared at a news conference Tuesday: "In my view the victory that John Kennedy won was not for just 40 million Americans who were born Catholic, it was for all Americans of all faiths. And I am sad to say that Ted Kennedy is trying to take away his brother's victory."

That brought angry responses from Kennedy aides. "Invoking the Senator's dead brother for political purposes is reprehensible and unbecoming," Rick Gureghian, the campaign press secretary, said today.

BOSTON--In their first debate, Sen. Edward M. Kennedy and Republican challenger Mitt Romney traded vicious jabs over health care, crime and personal finances.
The near-unanimous conclusion was that neither scored a cxlear win Tuesday. That puts pressure on Romney to deliver a knockout blow in their final debate Thursday if he hopes to close the lead that Kennedy--who is in the toughest race of his 32-year career--has opened in recent polls.
Romney attacked Kennedy as an advocate of an outdated liberal philosophy responsible for explosions in violent crime, out-of-wedlock births and illegal immigration. Kennedy maintained that those problems had worsened under 12 years of Republican presidents.
The senator was piqued when Romney suggested he had gotten a sweetheart deal in a Washington real estate investment.
"Mr. Romney, the Kennedys are not in public service to make money. We have paid too high a price."

Soviet and Cuban Communist advisers to the dictators in Nicaragua must be getting very confusing messages from the United States.
On the one hand, President Reagan has sent the USS Ranger into the Caribbean, where it will maneuver with seven other ships. These ships and 4,000 soldiers on maneuvers in Honduras are on the scene not to fight a war, but to send political and diplomatic signals that may help end wars already underway.
They are there so the Soviet Union, the Cubans and the Nicaraguans understand the United States has the military might to protect our allies in the Western Hemisphere from outside subversion.
On the other hand, Communist advisers know that radical and liberal Democrats in the U.S. Congress are undermining the ability of America to be taken seriously in using that military power.
Those Communist advisers know that radicals in the House are trying to end U.S. support to anti-Sandinista forces in Nicaragua. Communist advisers know the Democratic Party's left wing is bitterly opposed to further U.S. help to the forces of freedom in Central America.
The Democratic radicals have rejected their last four presidents and act as if weakness is the path to peace. They want us to do nothing, to trust the Communists, and to strip our allies on the scene of military aid and moral support. They would build a forign policy based on broken commitments, and the lessons learned from each Communist takeover would be forgotten as America advertised its impotence and helped set the stage for the next conquest.
If these radical Democrats have their way, it will lead to slavery in El Salvador. It will embolden Nicaragua to further terrorize its population and perhaps invade one of its pro-U.S. neighbors.

WASHINGTON--Let us say in defense of the speaker, Rep. Thomas P. "Tip" O'Neill Jr., D-Mass., that he has been goaded unmercifully all year. The trouble is television.
Since 1979, the House has permitted live television coverage of its sessions from gavel to gavel. All this year, a group of conservative Republicans led by Robert Walker of Pennsylvania and Newt Gingrich of Georgia have been using TV constantly to needle the Democrats.
The TV coverage provided by C-SPAN is now available to 17 million households. About 300,000 people are watching, and the audience is increasing. The Democrats got worried about what the Republicans were doing, but held still for it until the week of May 7.
On that Monday, Gingrich announced what he described as "the beginning of a great debate." He spoke of "radical Democrats" and "the left wing of the Democratic Party," and said the Republican Study Committee was about to release a report including "statements by key members of Congress on foreign policy beginning in 1970."
The study was about how these Democrats didn't appreciate how evil the communists were and how wrong the Democrats had been in Vietnam, Angola, El Salvador and Grenada. It used old quotes of members running for election this year, as well as some recent ones.
It quoted several of the most liberal Democrats in the House, and Gingrich said the study showed "how the radical wing of the Democratic Party has taken over the foreign policy of that party."

Gingrich's book, being hawked at the Republican convention, is called "Window of Opportunity."Reagan's use of Gingrich's term "opportunity society" is seen as an indication
of the extent to which the New Right has taken control of the 1984 Republican Convention and is setting the direction of the party should he win re-election.

The Conservative Opportunity Society is the name of a group formed by Gingrich and several other upstart congressmen that conservative activists say will dictate the course of the party for the next 10 to 20 years.

O'Neill drew a rare reprimand from the House of Representatives on Tuesday for acting improperly during a shouting match with Republicans over the foreign policy records of Democrats.O'Neill took the floor to respond to charges by Gingrich that Democrats have a "pessimistic, defeatist and skeptical view toward America's role in the world" and their foreign policy record "violates every U.S. tradition since Truman's time and ignores basic lessons about how the world works."

Gingrich also charged that 10 House Democrats, including Majority Leader Jim Wright of Texas, have undermined U.S. foreign policy with their "Dear
Commandante" letter March 20 to Nicaraguan leader Daniel Ortega.
O'Neill, angered by Republicans' repeated use of televised "special orders" sessions of the House to criticize Democrats not present to defend their records, leveled a verbal blast at Gingrich in response.
"You deliberately stood in the well before an empty House and challenged these people and you challenged their Americanism," he said, addressing Gingrich.

"It's the lowest thing I've seen in my 32 years in Congress." Rep Trent Lott, the House Republican whip, moved immediately to strike O'Neill's words from the record as inappropriately personal in nature, a move viewed as a mild form of reprimand.Rep. Joe Moakley, D-Mass., presiding over the House at the time, ruled the speaker's comments stricken, after which Lott moved that the comments be reinserted to allow O'Neill to state his position "in a more proper manner."

With unanimous consent of the House, the speaker's remarks were recorded.
Gingrich, whose speech Tuesday lasted more than an hour, charged that the 10 Democrats had acted unconstitutionally in sending the "Dear Commandante" letter expressing disagreement with the Reagan administration's policies in Central America. The letter commended Ortega and his colleagues on the ruling junta in Nicaragua
for "taking steps to open up the political process in your country" and urged further steps to "guarantee a fully open and democratic electoral process."

The letter also expressed the signers' opposition to "U.S. support for military action directed against the people or government of Nicaragua."
Gingrich said it is improper for members of the legislative branch to attempt direct negotiations with foreign governments, a function he said was reserved by the Founding Fathers for the president.

House TV Coverage Feud

WASHINGTON--The feud concerns coverage of House proceedings, which are televised by an "official" system that's under the speaker's direct control. All employees of the TV system are on the speaker's payroll.
It occurred to a group of conservative Republicans that the special-orders
period was taking place during prime time, and that speeches given then would be seen by hundreds of thousands of viewers.
Therefore, members of this group--led by Rep. Robert S. Walker of Pennsylvania, Rep. Newt Gingrich of Georgia and Rep. Vin Weber of Minnesota--began to deliver longwinded speeches during the special-orders. Night after night, with arms waving and voices choked with emotion, they've torn into the Democrats--and especially into the House Democratic leadership.

Eventually the Democrats realized just how these speeches were affecting home viewers: In a matter of weeks, Bob Walker--a relatively obscure eight
termer--had become a major figure. Now O'Neill ordered the cameras to pan the empty chamber during special-orders time. This would embarrass Walker and his colleagues by showing them delivering emotional orations to a sea of empty chairs.

One Republican called O'Neill "a cheap, mean, petty, second-class Boston politician. "The House has never operated under the strict rules of courtesy that are followed by the Senate. However, one of the oldest House rules is that if one representative plans to attack another by name on the floor, he must give that member 24 hours' notice in writing. This enables his "target" defend himself on the floor.

In the course of the special-orders speeches, the conservatives have attacked more than 50 Democrats by name, often in blistering fashion. Those attacks have come without warning: By custom, such notices are hand-delivered, but Walker and company have mailed them--so they generally haven't arrived until long after the attack. TV Speeches Irk House Democrats
WASHINGTON (UPI)--A House Democratic caucus policy panel Monday recommended limiting after-hours speeches in the House to two hours--one per party--in a move that could effectively muzzle a vocal group of Republican conservatives.

The conservatives, led by Rep. Newt Gingrich, R-Ga., have been using the
after-hours time, called "special orders," to engage in a series of attacks on the Democrats and to promote their own agenda. The speeches, like all proceedings of the House, are televised to 17 million homes via CSPAN, the Cable Satellite Public Affairs Network.
The situation came to a head this year when House Speaker Thomas O'Neill,
D-Mass., ordered the television cameras to pan the chamber during the special speeches in an effort to show no one was listening. Normally, they only focus on the speakers.

Gingrich engaged in a shouting match with O'Neill over the issue, and O'Neill was officially chastised for his harsh words.

President Allowed Leak On 'Stealth', Says Gen. Singlaub
ATLANTA (UPI)--A former Army General Thursday said President Carter allowed information about the nation's stealth aircraft to be leaked to shore up his political position for the fall elections.Former Maj. Gen. John K. Singlaub forced to resign from the Army in 1977 for criticizing Carter's Korean and military policies, said Thursday disclosure of information about the radar-evading "stealth" could seriously harm national security. Singlaub spoke at a fund-raiser for Rep. Newt Gingrich, R-Ga.

He said Carter appeared weak in Iran and had the Stealth plans leaked to show he was building up the U.S. military.Gingrich said Carter should order the FBI to trace the leak or fire (Defense Secretary Harold) Brown.

"I think, if no one is prosecuted, the secretary should resign," he said. "I think it's one of the most outrageous leaks of military security in our history. It's clearly an action of the president and the secretary of defense to place their political survival above the survival of the United States."

House Approves Budget Blueprint
WASHINGTON--The House rejected, 164 for and 246 against, an amendment to transfer $5.1 billion in budget authority from social programs to defense spending. The amendment was offered to the fiscal budget resolution, which anticipates $611.8 billion in federal spending, of which $147.9 billion is for defense.

Rep. Newt Gingrich, R-Ga., a supporter, said: "Let me say the unspeakable...In a major conventional confrontation with the Soviet Union, by the third week of the war, we would lose. We do not have the capability...the inventory...the trained personnel...The reality is this country is in greater danger than at any time since 1939."

ATLANTA (AP)--Georgia's only Republican in Congress says that a special prosecutor would have been named to look into the Carter family peanut business if President Carter were a Republican.

"When you're a Republican and you get into trouble, they appoint a prosecutor because they don't want to mince words," Rep. Newt Gingrich said Saturday in a speech to Fulton County Republicans.
"When you belong to their party, you appoint an independent counsel, because they don't want to get into trouble," he said.

"If Carter's in good shape, they'll begrudgingly renominate him." Gingrich
predicted. "If Carter's in bad shape, they'll dump him for Ted Kennedy."
Gingrich said if Kennedy, a U.S. Senator from Massachusetts of President John F, Kennedy, becomes president he "will give us all the things that Carter gave us plus a higher level of sophistication at hypocritically covering up for corruption and a much higher level of sophistication as using government power and patronage to stay in control."

ATLANTA (AP)--How did Gingrich win?
"It was a model campaign," said former GOP state chairman Mack Mattingly, who had been working with Gingrich since last January.
"This was the third time he had run. He had name identification. He had the issues," Mattingly said.Image-making was another factor in the campaign, said both Mattingly and Atlanta pollster Claibourne Darden.
Gingrich apparently was able to convince some voters that Mrs. Shapard was a liberal, partly through a brochure circulated in predominately white precincts criticizing her votes in the state Senate on welfare crackdown measures.

"That had to have a net positive effect (for Gingrich)," said Darden.
Also, said Mattingly, Mrs. Shapard's image was battered during her Democratic primary battles when her chief opponent, Peter Banks, attempted to paint her as wealthy and free-spending. A top Democratic office-holder said he believes that image carried over in the general election battle where Gingrich also was able to make political hay over Mrs. Shapard's late advocacy of tax cuts.

Mrs. (Virginia) Shapard, a 42 year-old mother of four and two-term member of the Georgia Senate, beat five other Democrats in a heated summer of campaigning to win a berth on the general election ballot.
(Newt) Gingrich, 35, is a former college professor who twice before has done battle with the retiring (John J.) Flynt, winning 48 percent of the vote in 1974 and doing nearly as well in 1978.

Campaigning has been vigorous in the 6th District, which stretches south and west from the heavily black precincts in south Atlanta to traditionally Democratic rural sections along the Alabama line.
Inflation and tax cuts have been key issues.
Gingrich beat the bushes for the Kemp-Roth tax-cut proposal in the weeks before the measure was defeated in Congress. The proposal involved reducing federal income taxes by 30 percent over a five-year period.
Mrs. Shapard blasted the Kemp-Roth effort as "the cruelist kind of election-year hoax," saying it would contribute to inflation if there was no corresponding reduction in federal spending.

Mrs. Shapard owns the edge in campaign spending in that race. From Jan. 1 to Sept. 30, which included the Democratic primary and runoff period, Mrs. Shapard spent $185, 283.29, according to documents filed with the
House clerk in Washington. Gingrich, who also had opposition in his party's primary, spent slightly less than $100,000.
